Capabilities and boundaries

Tambo interviews the operator, writes a reviewable plan, applies selected adapters, and verifies installed tools. It preserves resumable state and emits redacted evidence through explicit graph operations. See Using Tambo and Reference for the supported commands.

Pack imports stage data; they do not authorize promotion into ROOT. The pendant autoload proposal describes a proposal rather than an installed default. Runtime changes still require the applicable authority and successful verification.
